Exchange has bad symptoms

My head is getting bloody banging up against an impenetrable brick wall at the Health Benefit Exchange.
In January, I reported an increase in my income. (Like I was supposed to do.) My premium went up, which I expected. For some reason, the Exchange added my old premium to my new premium, and made that my new monthly total due.
Well, I paid that incorrect total thinking they would straighten it out. Then, they did not credit my payment, and billed me again for the double premium, with an overdue notice on what I’d already paid.
Last week I got a cancellation notice, which scared me. I did not want to deal with an invalid cancellation with an agency as fouled up as the Exchange, so I paid the incorrect double bill again.
In the alternate universe they have created for my account I face termination for non-payment. My last invoice shows a monster bill, when in fact they owe me a refund of over $500.
Am I an isolated case, or is this a big boondoggle?
