Why put blame on government?

I read, with great amusement and wonder, the recent letters concerning automatic property tax deductions. My only question is: do people not check their bank accounts to see if transactions are taking place? I have been the victim of a few incidences where money was taken from my bank accounts and/or credit card. The banks involved always took care of the problem instantly. But if it were not for my diligence in keeping up with my finances, the outcome would not have been so good, as in the case of the letters I have been reading. I do not understand that a whole year can go by and not know what is happening in a bank account. One more question, "Why does the government always get the blame"?
