Flaws in system put us all at risk

I was one of the lucky ones trying to get home Monday night on the SR 529 bridge. I am absolutely appalled the woman who caused the accident is not in jail. She practically spit in the officer's face saying "Well, I'm not going to lie to you, I'm drunk, duh." When he went to check with another officer she sped off, driving into oncoming traffic at speeds up to 97 mph and well, you know the rest.
Here is a woman driving with no license, no insurance and her license has been suspended since 2006! What's wrong with the justice system? And what's to prevent her from getting in another car, drunk, and starting all over again? God help us all.
